When you first go to the VIPoffers home page you don't really know what to expect, but don't be fooled, these guys have some great offers and payouts. Turns out a lot of the stuff i used to run were just networks running VIP's offers. I cut out a lot of the middle men and went straight to the source. Payouts are way better do to the fact that I'm not going through a distribution network, i'm getting paid straight from the advertiser. Also the fact that I can speak to them directly to get whatever collateral makes getting banners faster/easier. They also have their own tracking with a great platform setup. Highly recommended.
