CPAGrip is a newbie friendly cpa network. Publishers that are getting little to no traffic are easily accepted to their network and are given the time to grow. I'm currently working with CPAGrip and AdWorkMedia, I think they're both good places to start for beginners since they're not strict when it comes to site traffic requirement.
